You need to get to the two carpeted rooms, one of which has a safe
containing the evidence locker. These rooms are reached via the
kitchen you mention. IIRC you have to kill the two priests worshiping
at an altar to obtain a key. The altar is behind the stained glass
window you see on your right immediately after entering the barracks.
You then proceed past a big hammer (on your right), up some stairs to
the two rooms.
