You've seen it but you haven't been in it, right?  You need to get the
sapphire before you can get into Bradey's room. That's where you'll find the
key to Lord Saturnine's room, which is where you get into the second attic.

You've obviously got the Museum key.  Is it the cage around the sapphire
that you haven't figured out how to raise that's the problem?  If it is, you
need to go farther down the hall from the Museum to the guard's quarters and
walk all the way through until you're facing a set of stairs blocked off by
a grate.  Go into the office on the right, flip the lever to raise the
grill, then go upstairs.  There's a room with a lever that raises the cage.
Once you've done that and gone back to get the sapphire, the door to the
servant's quarters magically opens itself.  Bradey's room is in there.
