Somebody please check this out. When I go into options hotkeys, there 
are no hotkeys listed.

I've just gone into Menu > Hotkeys and there are hotkeys listed when I
select a race and unit type.  There are also hotkeys listed under the
global heading too.

I had to reinstall Starcraft. 

Did you have a custom set of hotkeys before applying the patch?

I tried both - from within the pre-game menus and from within an
actual game.

I didn't, no - just the standard hotkeys.
