I am using Q3offline to make a server.
I have some custom maps and models.
Could some kind soul please tell me what commands I need to use to
allow a friend to automatically download these?

In server  seta cl_allowDownload "1" in q3config.cfg

client (friend) in setup/game options/ automatic downloading set to "on"

I think you need the "sv_maxrate" setting, put it too something like 25000 
or 30000 (Q3 won't let you download faster then 30 kb/s anyway)
