You mentioned to another poster that: "you can play Q3 maps offline against computer-controlled opponents. Open console using the tilde key ~ type: map <mapname> w/o the extension Once in the map type again at the console: /bot_minplayers 4 (that will give you 4 players-you and 3 bots.) Or if the map author made the pk3 properly you should be able to set it up in the "skirmish" menu.
