Here's an easier way to do it, and one that will let you re-create the game 
conditions you want instantly, simply by clicking on a shortcut.

1. Create a shortcut to quake3.exe, place it on your desktop. (right click, 
send to, shortcut to desktop)

2. Right click on the shortcut, and select: Properties.

3. In the Target: box, add your variables after the path to quake3.exe. 
Here's an example: 
D:\Quake III\quake3.exe +g_gametype 4 +devmap q3ctf4 +bot_minplayers 6

As you can see, I added the gametype, the map, and 6 bots. Now, when I 
click the shortcut, all I have to do is join in.

Another example, want to run a timedemo? Add: +timedemo 1 +demo four
To a shortcut's Target, like so:
C:\Program Files\Quake III Arena\quake3.exe +timedemo 1 +demo four
