Ok,

The problem was that I changed the system and user variables in my
computer->advanced->environment variables.

I changed temp and tmp to point to T:\Temp which is a FileDisk image
(Created by a tool called FileDisk)

The original folder was:

C:\Windows\Temp

Apperently this C:\Windows\Temp folder has special rights which are needed
by InstallShield and/or Windows Installer.

InstallShield actually needs Windows Installer to install it's InstallShield
script engine how stupid is that ?! HAHA.

I tried to change the permission/security rights/settings for T:\Temp but
they rights were grayed out.

At this point I have no idea what special settings or accounts have/need
access to C:\Windows\Temp

For example I also saw a Network Service have access to C:\Windows\Temp and
many other accounts as well.

So for now I simply changed the environment variables back to their original
settings and now

Quake 4 installs just fine and runs just fine.

(However Quake 4 executable still crashed with the AutoPlay feature when
starting the dvd, but simply running the Setup.exe worked just fine and the
game runs ok.)

This problem probably caused many other software installations to fail as
well ;)

Bye,
  Skybuck.
