Yes and no.
If the server is UNpure (sv_pure 0) and you have zz-osp-pak0.pk3 copied to 
baseq3, it WILL work. So will other osp commands like ch_drawspeed, etc.
If the server is sv_pure 1 it will not allow the pk3, so the settings won't 
work.
