Test it yourself sometime, load a game from the console with cheats enabled. (/devmap <mapname>) then add a super easy bot (crash on "i can win") do a /give all and then see how quickly you can kill the bot with a lightning gun. You will find that if you can hold the gun steady on the bot, it will die very fast. Just like the good player is able to hold the lightning gun on you in a game.... also, one shot at close range with a shotgun, rocket, rail, etc. should finish the bot. As it would finish you if you were un-armored.
