Found an answer on a web forum... Here is what I got.

You can use PB tasks to do this.

In your server's pb config, add these lines:

PB_SV_TaskEmpty //Empty Task List first.
PB_SV_Task 10 300 "say ^3Download maps at blahblah.com/maps"

This task will first execute 10 seconds after starting and then every 300 
seconds.

You can add more tasks in the same way, but try not to have many messages 
appearing at the same time because they will spam the console which is quite 
annoying, so try and stagger them by changing the 10 and 300.
