Can't enable punkbuster

I just setup Quake 3 on my Linux box after not playing it for a LONG
time.  I upgraded to the newest point release and discovered a thing
called punkbuster.

The problem is that it is disabled by default and unless I run Quake 3 as
the root user I can't enable it.

It sounds like a permission thing to me.  Does anyone have any ideas?
