Q2admin can be used to disable client side console commands.  If you have
Gamespy3d or The All Seeing Eye, you can see that quite a number of Q2
servers are using it.  You can get it here:
http://fugue.terrafusion.com/

That being said, we haven't has much of a problem with cheaters.  With all
these Quakers coming out of the closet, we may need multiple co-op servers.
