Actually, there are no limitations on home entertainment games, at
least not imposed by the government. The reason Mortal Kombat is being
censored is that Nintendo has limitations on what they will allow on their
game systems, and Nintendo can refuse to license any game they want to for
their game systems. The Genesis version will be faithful to the coin-op.
However, I heard that, because of the controversy, Acclaim made it so that
you will need to enter a secret code to access the blood and fatalities. But
this is really no big deal, and it was not imposed by Sega. Sega proved
that they will allow gore on their system simply because the Genesis game
"Death Duel" by Razorsoft exists. The ad for this game boasts that it was
"banned only in certain European countries. However, it is still legal in
all 50 states!"
Well, I didn't intend this to be a pro-Sega, anti-Nintendo post.
I just wanted to make it clear that the only reason that the SNES version
will be censored is because Nintendo takes it apon themselves to censor any
game for their systems not suited for little kids.

Get a Genesis. The blood access code will probably be well known as
soon as the game is out.
