Spending money for the town generally does good (under the local authority

Try planting trees, that sometimes placates them, and make sure your
providing them with good passenger and mail services.

I usually make sure I've built at least a bus station before raising or
lowering land, so that I can at least provide some sort of service, if they
refuse to let me build a train station or airport or whatever.

If you haven't got a station in the town, and all the trees you can plant
don't raise your rating high enough, it's a matter of waiting. Eventually
after a few years they start to forgive you and you can slap a bus station
in, pile in the old busses and get your rating is back up to a reasonable
level.
