Hello i have binaries of scenarios of some (hopefully) useful content, one is a completly flat map and one is a crap model of london, (could be made better) do i have permission to upload? if not where can i upload and can i advetise the location?

You cannot upload binaries to discussion newsgroups. Most ISP's will delete them.
