If it still happens in beta 1, it's a bug.

Basically, graphics sets can set vehicles to disappear from the purchase
list n years before the end of their lifecycle.  This is to prevent them
from being bought during the decline of their reliabilities, and to clean
out the model list so it's not so overwhelming.

However, this didn't work too well together with the persistentengines
feature, and engines that used this stopped being persistent.  But I've
fixed that now.
