It also scrolls the screen, don't forget that.  I doubt this idea would
work very well, sorry.

However, if you have any recent-ish version of TTDPatch, you can just hit
the key to the left of the "1", usually "~", to toggle the bulldozer while
keeping the current track selected.  The other hotkeys are very helpful
too, usually I have one hand on the mouse and one near the hotkeys, that
makes for very fast construction.
