I'd like to play Duke3D online with / against other players.  Does
anyone here know how to do so over broadband?  If so, please teach me
how.

i dont think so but prey the new game by 3d realms has some fast
multiplayer.

Duke 3D is very much "ALIVE".
Go here for all the help you need on playing Duke 3D online and multiplayer.
Works great...I use it alot.
