That means you are trying to use a sound card (specifically the music
setting) that is not supported by Duke 3D.

To correct thus, you must install VDMSound. VDMSound allows the proper
usage of sound cards for Dos games running under Windows NT, 2000, or XP.
It can be downloaded at:
http://www.ece.mcgill.ca/~vromas/vdmsound/

Whatever you do, don't test the sound in the setup utility. That will
cause a crash.

DMA channel. Make sure the 16 bit DMA channel is correct'

 From http://jonof.edgenetwork.org/index.php?p=downloads&cat=1 you'll
need the first item in the list, the "JFDuke3D Binaries 20040629" zip
file. Unpack that somewhere and copy the DUKE3D.GRP file from your CD or
from your existing version into the same directory as DUKE3D.EXE. After
that, run the setup.exe to configure your sound and stuff, and then run
the game.
