Hi Jim,
  Stand on top of one of those 'squishers' and shoot the button you can see
across the water. When the squishers come together, step over onto the other
one and it will carry you to the other side. :o)

P.S. There's a secret level in the shareware version of Duke and you can
access it from that level. There's also a shortcut in E1L4 that will let you
skip over most of the ending and take you straight to the Nuke button.
