Question: Send or Not Send Transmission

This quesiton could be perceived as a spoiler in of itself so

I am currently in saved game mode in the communcaitons tower.  I have
just inserted the card/code to send  the message to fleet asking for
help.  Swan's image appears on the screen asking me not to send the
message as bringing the fleet to Mars will only allow the demons to
get off the planet and cause more trouble.

Now I know Swan is UAC and therefore questionable his point does make
some sense.  At least the problem is contained on Mars at this point.

So for anyone who has gone further does it make a difference which
choice I make?
