My husband canceled the message while I chose to send it, so I can 
answer this for you (having just closed the portal myself!). This 
becomes strictly an RP call as it has no effect on the outcome of the 
game, only changes some dialog. You see, if you choose to cancel the 
message, Betruger himself will send the message to the fleet at some 
point later in the game thereby ensuring his own evil plan of world 
domination comes to fruition. In neither case will the fleet assist you 
in Hell's final battle so it makes no difference which you choose.

A shame, really. I would have loved to see two different endings.

Off to install Half Life now! Yes, yes. I know. I always wanted to play 
it but never got around to it.
