I found my majority in hell (lev 13-16) on virtually any setting 
Normal/Nightmare/Hell.

Never found more on one setting than another.  Seemed pretty random.

Anyone else have other experiences??

I find most of my uniques on lvl 15 and 16.......usually near Lazarus.
(this is on normal and nightmare modes)
