Phase is completely random. Right clicking in an general area (while it might seem like you have more control), has no effect. teleport on the otehr hand is completely guided, allowing you to teleport to any clear spot you can point to with the mouse. They are both important spells, especially later on in the game when you can use teleport to bypass particularly nasty areas and attack from a different and more favorable area. Phase is a great "break in case of emergency" spell, particularly effective against pkillers using an edited blade (a la the trainer). As for not being able to get to the stairs, that is unusual, but I supose with their random generator is it possible, just not plausible.
