I checked out Kali and there was only a single active game out there on 
Tuesday night. The mission was "Neptune". I went to Koolbears mission 
grabber and found nothing. Is there somewhere else I can find a game or 
should I plan on D3 for multiplayer?

I only know of Kali for D2.  Certainly not that active for games though. 
Pick a date/time and I'll meet ya there.

more people are playing D2 multi now since Phaser has done some Retro
nights for D2.  Join kali's Descent server and ask.
