In PC Format (UK PC magazine), they have a section where they show the
estimated release dates of games being released in the next two months, and
they said that the Enhanced CD version was being released in April.

The strange thing is, they said there will be a level editor with it! Where
did they get their information from?

I'm not sure where the information came from (though it was probably
from reputable sources & mangled on the long transatlantic trip), but
both of those assertions are untrue. The so-called CD-Enhanced version
will be out sometime in the summer, and there are currently no plans to
release the Descent editor.
