As far as I know, you may only do this while connected in a 'net' game, 
and during the game itself.
Hold down 'alt' f9 - f12 and edit
(either 'alt' or shift key, my apologies... I do not have the text on it 
handy)

This is another 'quirky' feature IMO, but no big deal.
It's easily done, and is not worth troubling anyone about.
But, a few macro's can save you.
I hate to get 'murdered' by my opponent after pressing f8 <G>
As you well know, you are a sitting duck while in chat mode.
