Sound problems with D2X, and the delay, are normally related to the sdl.dll.
Download the latest official SDL and you will be fine:

http://www.libsdl.org/release/SDL-1.2.6-win32.zip

As for the bot menu, this is a know bug, but, the game is not frozen, if you
know the number of the order you wanna give him, just hit it and you will
see that the game returns and the bot will follow the new order. This is
just for the OpenGL version, it is fine with the Windows only.

The save/restore problem is new to me, never had it. You will be probably
better supported if you post this at the Descent Source mailing list:
