Well, the only thing that have kept me from subscribing earlier 
(probably 3 years ago) where (and are) those annoying costs in 
Germany. You have to pay telephone costs + provider costs per minute! 
Finally this summer we'll get a real Flatrate here in Germany even 
though it's quite expensive...
