Well I think that the problem you are experiencing (cannot fire while
using HAT) is a side effect of the HAT bug in Descent.  The reason
is because joysticks with HATs (FlightStick Pro, FCS, etc.) use TWO
joystick ports to do so.  Obviously, both ports are able to operate
simultaneously (imagine playing a 2 player game where only one person
could move at a time!).
The bug has been fixed, as you may already know.  The fix will be available
in version 1.1 of Descent.
