🚀 go-pugleaf

This is the mission where you need to eliminate all of the SAM sites so 
that a helicopter can come in and pick up Dr. Moebius who got stranded in 
the base before the mission started.  I have destroyed all of the SAM 
sites on the map, I have the entire map, I took over the NOD base at the 
northeast corner, I captured all NOD buildings, and I destroyed all trace 
of NOD defensive/offensive units.  But the helicopter is still not coming 
in to pick up Dr. Moebius.  I even loaded Dr. Moebius into an APC and 
rode him around the entire map while I was waiting!  Still, no helicopter.
Is this a bug?  What else do I need to do to end the mission?   Thanks 
for any help.
