I've played both.  I've played quite a bit of Dark Reign, mostly
multiplayer.  I tried Total Annihilation once (multiplayer).  Here's what I
think based on that and what a friend has to say about TA.

Both are leaps and bounds beyond RA...absolutely!  DR gets you into the
action, gives you a training tutorial (kind of like Mechwarrior2), allows
you to issue independent orders to your units (scout, harrass, seek and
destroy), has excellent terrain, fog of war, and line of sight effects,
excellent AI, etc...

TA has a little more complexity to the way you develop your forces.  It
also has a "commander" unit.  Destroyed vehicles leave wreckage which you
can salvage (metal is the resource).  BTW, both have a primary resource
(fresh H2O-DR, metal-TA) and a power resource.  TA definitely has more
complexity (more ways to generate power, more unit types, more varied
maps).  Also, TA has naval forces (DR doesn't have any).  TA can also
change screen res, although at 600x800 my units were almost too tiny on a
17" monitor!

Bottom line...buy either one!  Either way, you will never go back to RA,
Warcraft2, or any of those other lame "command & clone" games 8^)

Also, both games have additional units that can be downloaded.
