Red Alert mouse click not working

I can only click on individual units and give individual orders, but
the mouse does not work for the menu buttons, the construction tabs,
or selecting multiple units. Anyone have a solution?

I'm using a wireless mouse, but it's not hooked up to the USB port, in
case that means anything.
