you go to the skirmish.ini file in your C+C data folder in Your Documents
look for "startingcash"
change the number to 99999 or 1000000 or any high number
start up the game
start a Skirmish
when you go to the setup skirmish screen, the money won't be there, but...
start the game and it will be there
