How to open command console?

Sorry I am new to this game.  I have the Deluxe Generals/Zero Hour
package.  I found the tip below but I am not sure what or where the
command console is.  Can anyone step me through the process?

Play as Russia:
---------------
If you open the command console and type "Russia:Yuri_Relived"
you get units that have the same names as those from older cnc games.
