A support on this from me too, I find USA the easiest to defeat as well.
Defence line of tunnels and stingers (staggered) with a "pop out" tunnel
just behind, eject Rocket Men from the front tunnels to give the tanks and
Tomahawks something to shoot at, scud launcher out of the rear tunnel and
then buggies in from either side. A good tactic against the Tomahawks is the
head on rush with buggies, past the tanks, behind the tomahawks and then up
close and personal (the Tomahawks struggle to target you if you are too
close to them). Buggies waste Tomahawks fast.

A final word, always upgrade your buggies to Rocket Upgrade, they will fire
a load more missiles which the lasers will not be able to knock all out, you
also get a feeling of things going well when your boffin in the Black Market
says "We have more buggy ammo now", nice ;-)

Another cracking tactic is a Bomb Truck disguised as a drone or a spotter
plane (select one of your opponents drones as the target to disguise as).
Run the bomb truck straight at the tanks (make sure you have the explosive
and anthrax upgraded for maximum mess). A second bomb truck straight after
should mess up the remainder nicely. One of my favourite tactics on this
especially with Stealth is to have a tunnel off to one side away from the
"main" attack point, drop the bomb trucks out of there and also let the
buggies out behind the attack force. Hit em from the rear works very nicely.

While I think of it, a couple of terrorists on motorbikes straight past the
tanks and detonate on the Tomahawks works well too, cost effective and give
you a good return on cash spent v's cash cost of Tomahawks.
