Last I read the designers don't like ships, the fear is that in a two player
game, you could destroy your opponents land force, but he destroys your
navy. He can't get your land troops, but he won't let you, or you can not
afford, to build a new navy, so it ends in a stalemate. That is why TS had
no Navy, just amphibious units.
