hi and thanks for posting
this is the infamous "Save the Good Doctor Mobius and the Wandering
Villagers"
and it isn't called infamous for nothing..we do get alot of posts for this
(and would probably get more except some people pick the other arrow)
there is no special command (no way to control them), althought the Good
Doctor will board a APV if asked ("?huh?, yes yes yes")..
and one civi is a NODDIE, so kill him quick..
"Surrender is Not an Option"
everyone has this problem, most of us have passed it
how?, read my walkthru below:

Level eight - right arrow, Slovenia the infamous "Save the Good Dr Mobius
and the Wandering Villagers" SCG08eb

but first, you'll need more money to start this mission so go back to the
prior mission(s),
if you used the commando to destroy the airstrip, you may wish to go back
and destroy the refinery instead. this will cause you NOT to skip level
7!!!. (if you did play level 7, then just go back that far.)
then just before you destroy the last NOD building,
use my "December 1st tip of the week I need more money"
if you silo $30,000, then build and cancel over again until the silo's are
empty, it will give you a start of $10,000. This is not a cheat, its a
tactic on how to play. I can email it to you if you like

Dr Mobius and the Wandering Villagers:

remember, save early and save often.

the first (of many) major issues is to stop the good doctor and the
villagers from killing themselves in the local tiberium patches. when the
game starts, immediately get the mobile construction vehicle (MCV) across
the bridge first, followed close by the vehicle, then the troops (stop the
troops on the bridge to physically stop the villagers from getting out this
way. if possible, use the gunners, keeping the bazooka men close inside
the village.)
time is of the essence.

keep the MCV moving through the village, keeping to the northeast trail.
just after you turn north, there is an opening east to an "island". stop
right there (not on the opening, just west of it) and deploy the MCV. keep
the vehicles moving, and position them north, but do not cross the two
fords just yet. now, build sandbags!. form a line fully blocking the east
ford to the "island" staight west to the end of the map. you may have to
go south of some obstacles, i even destroyed a building to make it work.
you may lose one or two civilians, but that ok. then , build sand bags
south to corner Dr Mobius at the hospital and keep immobile as many
civilians as possible. then, as you can keep building up sandbags to form
a deep wall around them. you can build a sandbag, and move it around the
buildings to be sure if you didn't miss a spot.

while building sandbags, you will have to fight off two to three attacks
from NOD comming across the two northern fords. try to use the rocket
lauchers against troops and save the tanks for vehicles. its tough to do
two things at once, but necessary.NOD also frequently lands helicopters in
two locations in the town...one just west of the bridge you crossed, and
the other west of the tiberium stalk (west of the church)...setup rocket
troops and mobile rocket launchers near here to take them down...

once you've stabalized the town, sandbag north across the ford and start
setting up more buildings. tip: you can destroy tiberium plants that are in
the way with any high explosive ordinace by selecting, for example a tank,
and holding down the control key. you see the cursor changes, and you are
able to fire at will at the ground, trees, buildings, not just an enemy
(even your own units). (this is especially useful when facing Stealth
tanks, you can shoot where you think they are).

this should get you past where i think you are in the game,

second issue:

BE CAREFUL. do not, at risk of certain death, attack an enemy harvester
until you are ready. if you want to know why, just ask. otherwise, you can
try for yourself. RIP. remember, save early and save often.
