my guess is ANTS
but not playing RA, i really am not sure
try posting to a RA newsgroup, such as:
"alt.games.command-n-conq.red-alert", or "alt.games.redalert"

but first:
since your question is basic, i would suggest you first go to the site
below and read the FAQ from Roger Wong. Alot of people in RedAlert suggest
you RTFM (Read The Formal Manual). (OK, so the F is not for Formal).

2.4.1. FAQs
Roger Wong's FAQ/Strategy guide can be obtained from
http://21net.com/redalert it includes a lot of graphics and is currently
about 4MB. At the moment it costs $5.95, but an extra 10MB are going to
be added, bringing the cost up to $9.95.
However the free version (1.04) is still available in html/text/zip at;
http://www.yrl.co.uk/~jaf/examples/rafaq104.html
http://www.yrl.co.uk/~jaf/examples/rafaq104.txt

The other FAQ can be found at http://www.bart-fam.demon.co.uk/
