If you are building bikes at the first opportunity, YOU will be the one circling HIS base. He should never, ever, be approaching your base with medium tanks -- and if he does, you should always have enough bikes to erase them. If you are setting up to defend agains medium tanks, you are setting up to lose. If you are NOD you must make the battle take place on his end, not yours.
