The Mammoth Tanks can be built in the latter levels (I think it is
from the third to last mission) but you need to have a weapons factory
and a repeair facility to do so.

If you are playing multiplayer increase the tech level
If you are playing single missions, you have to build certain buildings in 
order to be able to build certain units. Also some units cannot be built in 
lower levels. But I also could not build mammoths (i did get to build orcas 
though).

On the contrary, in the later levels, you can build Mammoth tanks, in the
last two levels I think ( may just be the last level on GDI ). Quite useful
against the computer I must say, they hardly ever use choppers or the usual
tactics that a thinking player would.

Really?  Wow, then where did those 5 Mammoths I crushed the nod base with
in level 13 & 15 come from?  Maybe you just haven't realized how handy
a repair bay really is....
