Am I right in saying that the Temple of NOD is used to launch NUKES ???

I am on mission 13 of the NOD and have built the Temple which cost a whopping 
3000 credits.
How the hell do I launch the Nukes ????
I have loads of excess power but I can see no option in which to use it.

Can anyone shed some light onto this problem?

Also a friend says that he is on Nod level 11 and he has built attack 
helicopters.
Is my (so called) freind bullshitting me or am I missing something, as I have 
never had the option to build an Attack Helicopter ????
