I had exactly the same problem.
I could only get C&C to work by using an IPXODI driver rather than the 
IPXPD driver I was using for Doom2. This meant I had to get rid of my old
WD8003E network card for an NE2000 compatable card (as I couldn't find an 
IPXODI driver for the WD80003E card)
