I played an internet game with a fellow.  Very early in the game,
my base was attacked by 10 mammoth tanks.  Knowing that I was soon
doomed, I sent an APC to his base to check it out.  He did not have
a tech center!  Isn't the tech center a prereq for Mammoths? Also
he had only 2 war factories, yet in the time it took to explore his
whole base, I watched two mammoths pop out, as if thy cost the same
as a light tank.  What the hell is this?

I am told that you cannot play someone whose rules.ini doesnt match
yours. Is this true?  If so, how is this done?
