Diamond Stealth and Direct X 3.0 problem

I get the "unable to allocate primary video buffer" error when I try
to play the windows 95 version of red alert. The readme file says
that its because I need to install direct X 3.0 so I did that. Now my
video is all messed up. The screen flickers so bad that I have to
look away every couple of seconds because it hurts my eyes, and the
screen is not centered (VERY important to me because my monitor has
those analog controls and is a pain in the ass to have to adjust every
time I switch video modes.) Are there updated drivers or is there a
way around having to use direct x 3.0 drivers? I have tried instaling
directx 3.0 then installing the working drivers over it. I have also
tried removing all video drivers and reinstalling origonal drivers
then direct x. I either get messed up video or the error message. I
there a way to get rid of the error message and the messed up video?
I am using a magnavox 15" monitor (very new and supports that energy
star stuff power conservation stuff.) Any help would be appreciated.
