Roughly 30% of the telephones were still in manual service at that time. Installing dial service was an expensive and major undertaking. It not only involved design and hookup of dial switchgear in the town, but often required a new building to house it, as well as changed interconnections of nearby exchanges. All the subscribers had to get new sets and taught how to use them. Sometimes subscribers got new phone numbers, which had to be distributed and new phone books printed. Note that in addition to films, Bell sent out representatives to people's homes to explain how to dial.
