As noted, once you have Canada thoroughly under your heel, you can build aircraft 
carriers and tanks and airplanes and destroyers *in Canada* and thus have enough 
military hardware *there* that the naval projection of Russia's power throughout 
the world really can benefit from those ports.

But I do agree that Iran or Afghanistan would be *much* simpler.

Incidentally, Canada has lots of nickel, which is somewhat strategic.
