During and after WWII, there were people employed to go around to check
on people's gas usage, they would switch on the gas appliences to check
that there was enough for a glimmer of flame.

They were ther because there was adanger that if people used the last of the
gas, oxygen would get into the gas lines and be dangerous. The man who
told me that had a hazy memory, we were sitting in a bar waiting for
things to quieten down. so details could be wrong.

He said that the men doing that were universally hated and called 'The
Glimmer men'.

One of the reasons for whale hunting in the 19th century was that street
lighting was usuall powered by whale oil.
