Although that's true enough, I don't really think that improving the pay offered to those serving in the military will actually improve this to the extent desired. Given Afghanistan and Iraq, it is generally realized that if one were to enlist in the armed services, there is a real possibility that one could be called upon to serve in combat, where one could actually be *killed*. Given that, failing a tremendous upsurge in national patriotic feeling and a number of other changes in social factors (such as an increase in religious belief which includes belief in an afterlife), I am amazed that it is possible to get *anyone* to serve in the military.
