Would it get members of drug dealing gangs to stop their activities? No. What responds to protests is government, because the government has to serve the electorate, while drug dealers have to serve their customers. Did the black people in the neighborhood want to encourage the government to intensify its law enforcement efforts to do away with gangs that sell drugs in their neighborhood? No. Because they feel they stand to be collateral damage in the War on Drugs. It's not that they're on the same side as the drug dealers, and on the opposite side as the police. They're just responding to the situation they're in. Getting them out of that situation _will_ involve getting rid of the drug-dealing gangs - but the police will have to work smarter, not just harder. John Savard
